Home owners who want home addition remodeling can hire a general contractor (most do) The contractor will take care of all the paperwork, materials, labor & complete the project ready for a Certificate of Occupancy. 

Or Do-It-Yourself (DIY). Some do all of the work. Many choose to have a contractor build a shell (all exterior work completed) & then finish the interior work with their own labor. You can also do some of the work yourself & hire others who have more expertise. - i.e. plumbers, electricians - to comlete the remodel. 

If you decide to hire a contractor he/she will secure building plans, permits, provide all labor & materials, cleanup the debris & of course guarantee the work.
